The Tower District is already Fresno's arts heart (Tower Theatre, Roger Rocka's, existing murals). An Art Alley extends that identity one block deeper and gives working artists a visible, paid wall.

What it honestly needs

City permission to use the alley, a mural-selection committee, weather-rated lighting, and an upkeep budget for graffiti cleanup and repainting rotations. No new buildings — paint, light, and care.
