The Year-Round Halloween Bar

A launch plan for the Tower District, Fresno — every number labeled by what it really is.

No-fibs banner

This is a planning document, not a feasibility study. The only verified numbers are the state ABC fees (checked against abc.ca.gov on 2026-10-16). Everything about rent, buildout, staffing, timeline, and revenue is an ESTIMATE or a GUESS and is labeled as such. Bars are a high-failure-rate business; this plan identifies the steps, it does not guarantee any outcome. Every city-specific cost and requirement must be confirmed directly with the City of Fresno.

The concept in one line

A full themed bar that lives in October 365 days a year — permanent spooky-elegant interior, themed cocktail menu, horror film screenings, and a licensed off-sale case of Halloween merch. Fresno has no dedicated year-round Halloween venue; the Tower has the nightlife foot traffic to sustain one. (The market gap is an observation, not a validated demand study — Phase 0 tests it.)

Why the Northern Tower District specifically

  • It is already Fresno's nightlife concentration — the Tower's own district map lists an established bar cluster (Livingstone's, Strummers, Splash, and others), so the audience is already driving there.
  • It has the architecture: historic 1930s–40s storefronts that a Victorian-funeral-parlor interior needs, versus a generic strip-mall shell.
  • It has the culture: Tower events (pub crawls, Pride, the film festival) bring repeat foot traffic you can plug themed events into.
  • Risk, stated honestly: the Tower's weekend crowd is concentrated Fri–Sat. A year-round theme venue must also win Tue–Thu, which is what the event calendar is for.

The plan, in phases

Phase 0 — Feasibility (Weeks 1–4)

Time only
  • Walk the Tower corridor at night and count actual foot traffic Friday/Saturday — first-hand data beats any report.
  • Meet a commercial realtor who knows the Tower specifically; ask for spaces with (or near) an existing ABC license history.
  • Pull Fresno County Assessor + health department records on candidate addresses: prior food/liquor use speeds up permits.
  • Decide the license tier early — it drives everything (see Licensing below).

Phase 1 — Entity, License, Permits (Weeks 2–16, partially parallel)

See licensing table
  • Form the LLC (CA SOS ~$70 filing + $800 annual franchise tax) — estimate, verify current rates.
  • File the ABC application the same week you sign a letter of intent on a space — ABC review is the long pole (commonly 60–90+ days, and longer when a full CUP hearing is needed; treat any timeline promise as optimistic).
  • City of Fresno side: zoning/conditional-use review, entertainment permit, health permit, building permits for buildout — costs and steps MUST be verified directly with the City; nothing here is a substitute for city planning staff.
  • Seller's permit (CDTFA, free) for retail merch.
  • Insurance quotes: liquor liability is the big line — get three quotes.

Phase 2 — Site & Buildout (Weeks 8–24, overlaps Phase 1)

Biggest capital block — all estimates
  • Target: 2,000–3,500 sq ft on or within one block of N. Van Ness / Olive Ave — the spine of the Tower nightlife.
  • Design language: permanent Victorian-funeral-parlor interior, not a seasonal party store — the 'year-round Halloween' claim has to survive daylight in April.
  • Budget-shape (ESTIMATE ranges for a Central CA small bar, not quotes): leasehold improvements $75–250k, FF&E + theming $40–100k, kitchen (if food) $50–150k.
  • Audio/visual for the event calendar is a revenue feature, not decoration — spec it in buildout.

Phase 3 — Staffing & Soft Open (Weeks 20–26)

ESTIMATE: $40–80k pre-revenue reserve
  • Hire from the existing Tower bar staff pool — they bring their regulars.
  • Beverage program: 6–8 signature themed cocktails + a short 'normal' list; themed drinks are the menu, not the gimmick.
  • Two-week soft open: invite-only, stress-test the POS, the sound, and the bathrooms before you post a single ad.

Phase 4 — Grand Opening (target: the Friday before Halloween)

ESTIMATE: $5–15k
  • Open ON Halloween season — the only launch moment where the concept markets itself.
  • Fresno-local angle: ribbon cutting with Tower District business association; local press loves a weird opening.
  • Content engine from day one: the venue is photogenic by design, so guests generate the marketing.

The year-round calendar (what makes it survive October)

Nov–Dec
Krampusnacht & Winterval — Carry Halloween INTO the holidays — Krampus events, 'silent night' horror film nights
Jan
New Year, Old Ghosts — Slower month by design; cheap cult-horror matinee programming
Feb
Anti-Valentine's — Goth speed-dating — reliably strong turnout nationally
Mar
March of the Dead — Pre-season warmup, new cocktail menu reveal
Apr–Jun
Halfway to Halloween — National half-way holiday (Apr 30/May 1) is your second anchor event
Jul
Christmas in July (Halloween edition) — Low-cost camp programming, strong social content
Aug–Sep
Buildup — Retail/merch season, ticketed event presales open
Oct
Peak — Pumpkin carving contests, costume contests, Halloween itself + Day of the Dead overlap

ESTIMATE range — get real contractor quotes for Phase 2

Working capital to first profitable month$40–80k

GUESS based on typical bar ramp; nobody can promise your ramp

Revenue projections are deliberately absent: any revenue number in a plan like this would be a guess wearing a costume. Build a projection after Phase 0, from your own walk counts and the real lease and contractor quotes.

Fresno-local marketing

  • Lead with the Tower identity: this is a Tower District bar first, a Halloween bar second — local loyalty beats novelty.
  • Open the week before Halloween; that week does the marketing for you.
  • Partner with existing Tower events (pub crawls, film screenings) rather than competing against them.
  • Photogenic-by-design interior = guests produce the content; a photo spot is part of the buildout budget on purpose.
  • Sell admission-ticketed signature events (Halfway to Halloween, Krampusnacht) to smooth the off-peak months.

The honest summary

Verified so far: state license fees and the Tower's existing nightlife cluster. Unknown until Phase 0: a real space, its lease, its permit history, and whether the year-round demand exists Tue–Thu. Next concrete actions this week: walk the corridor on a Friday night, call one ABC license broker for current Fresno Type 47 availability, and contact City of Fresno Planning for the real permit path on a candidate address.
